What began as a seemingly minor observation soon revealed significant safety and financial implications.<\/p>\n<blockquote class=\"wp-block-quote\">\n<p>General arrangement plans shall be permanently exhibited for the guidance of the ship&#8217;s officers, showing clearly for each deck the control stations, the various fire sections enclosed by &#8220;A&#8221; class divisions, the sections enclosed by &#8220;B&#8221; class divisions together with particulars of the fire detection and fire alarm systems, the sprinkler installation, the fire-extinguishing appliances, means of access to different compartments, decks, etc., and the ventilating system including particulars of the fan control positions, the position of dampers and identification numbers of the ventilating fans serving each section&#8230;&#8230;.<strong>Plans and booklets shall be kept up to date; any alterations thereto shall be recorded as soon as practicable.<\/strong><\/p>\n<p><cite> SOLAS, Chapter II-2, Reg. 15, par 2.4 Fire control plans *<\/cite><\/p>\n<\/blockquote>\n<p><!-- \/wp:post-content --><\/p>\n<h4>The Initial Finding<\/h4>\n<p>We noted two SCBA units stored in the bosun store beneath the forecastle deck\u2014an atypical placement for such critical emergency equipment. Accompanying these were only two spare air bottles, despite SOLAS regulations calling for a minimum of two spare bottles per SCBA unit.<\/p>\n<p>Upon reviewing the Fire &amp; Safety Plan, we found it referenced three SCBA units in the bosun store and a total of five units onboard, a clear mismatch with the current inventory. This inconsistency warranted a deeper investigation.<\/p>\n<div id='gallery-1' class='gallery galleryid-741 gallery-columns-2 gallery-size-large'><figure class='gallery-item'>\n\t\t\t<div class='gallery-icon landscape'>\n\t\t\t\t<a href='https:\/\/kodomaritime.com\/?attachment_id=3021'><img fetchpriority=\"high\" decoding=\"async\" width=\"640\" height=\"412\" src=\"https:\/\/kodomaritime.com\/wp-content\/uploads\/2020\/04\/Bosun-store-2-SCBA-only.jpg\" class=\"attachment-large size-large\" alt=\"\" \/><\/a>\n\t\t\t<\/div><\/figure><figure class='gallery-item'>\n\t\t\t<div class='gallery-icon landscape'>\n\t\t\t\t<a href='https:\/\/kodomaritime.com\/?attachment_id=3018'><img decoding=\"async\" width=\"640\" height=\"355\" data-src=\"https:\/\/kodomaritime.com\/wp-content\/uploads\/2025\/11\/Posted-Fire-plan-5-SCBA-recorded.jpg\" class=\"attachment-large size-large lazyload\" alt=\"\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 640px; --smush-placeholder-aspect-ratio: 640\/355;\" \/><\/a>\n\t\t\t<\/div><\/figure>\n\t\t<\/div>\n\n<h4>Tracing the Source<\/h4>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">A review of vessel documentation and operational history brought the real issue to light:<\/p>\n<ul class=\"marker:text-quiet list-disc\">\n<li class=\"py-0 my-0 prose-p:pt-0 prose-p:mb-2 prose-p:my-0 [&amp;&gt;p]:pt-0 [&amp;&gt;p]:mb-2 [&amp;&gt;p]:my-0\">\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">Ownership transfer occurred approximately four years ago.<\/p>\n<\/li>\n<li class=\"py-0 my-0 prose-p:pt-0 prose-p:mb-2 prose-p:my-0 [&amp;&gt;p]:pt-0 [&amp;&gt;p]:mb-2 [&amp;&gt;p]:my-0\">\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">The new owners shifted operational focus to grain and steel cargoes, discontinuing dangerous goods transport.<\/p>\n<\/li>\n<li class=\"py-0 my-0 prose-p:pt-0 prose-p:mb-2 prose-p:my-0 [&amp;&gt;p]:pt-0 [&amp;&gt;p]:mb-2 [&amp;&gt;p]:my-0\">\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">As a result, the vessel\u2019s IMSBC (International Maritime Solid Bulk Cargoes) certificate was withdrawn, leaving SOLAS as the sole relevant standard\u2014requiring only two SCBA units.<\/p>\n<\/li>\n<li class=\"py-0 my-0 prose-p:pt-0 prose-p:mb-2 prose-p:my-0 [&amp;&gt;p]:pt-0 [&amp;&gt;p]:mb-2 [&amp;&gt;p]:my-0\">\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">Previous requirements (from when the vessel was IMSBC certified) were:<\/p>\n<ul class=\"marker:text-quiet list-disc\">\n<li class=\"py-0 my-0 prose-p:pt-0 prose-p:mb-2 prose-p:my-0 [&amp;&gt;p]:pt-0 [&amp;&gt;p]:mb-2 [&amp;&gt;p]:my-0\">\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">2 x SCBA per SOLAS<\/p>\n<\/li>\n<li class=\"py-0 my-0 prose-p:pt-0 prose-p:mb-2 prose-p:my-0 [&amp;&gt;p]:pt-0 [&amp;&gt;p]:mb-2 [&amp;&gt;p]:my-0\">\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">2 x SCBA per IMSBC<\/p>\n<\/li>\n<li class=\"py-0 my-0 prose-p:pt-0 prose-p:mb-2 prose-p:my-0 [&amp;&gt;p]:pt-0 [&amp;&gt;p]:mb-2 [&amp;&gt;p]:my-0\">\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">1 x SCBA for training<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">This explained why outdated documentation and redundant equipment remained onboard.<\/p>\n<p><!-- wp:paragraph --><\/p>\n<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:heading {\"level\":4} --><\/p>\n<h4 class=\"wp-block-heading\">The Hidden Cost<\/h4>\n<p><!-- \/wp:heading --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p>Despite the changed requirements, the crew continued to service four SCBA units and twelve air bottles. This meant the owner had been incurring maintenance expenses on unnecessary equipment\u2014costs that accumulated over several years due to oversight and outdated documentation.
